Do libra's start conversations?

Im a taurus so my nature being stubborn I dislike to start conversations :') are libra's the type to start conversations or do they wait?

This libra I'm talking to is an Oct libra, boy can he talk, my god, but I will say this you can never get bored with the Oct ones

My daughter is a Sept Libra and she doesnt initiate conversations. The male Libra I know is a mid Oct and he is not afraid to talk to anyone! :-)
