Libra girl friendship

LIbra friend with Taurus moon will be really nice and into me when she's with me, but we barely hang out. She's always very busy... busy with OTHER people. She has a lot of friends.
However, I've heard many others complain how she's always busy and how sometimes she ignores texts or takes forever to respond to them. Of course, she never does this to her bf which leads me to believe she doesn't do that to people she genuinely cares about or is afraid of losing. Some of these 'friends' (she's confided in me) she doesn't even like that much, so why does she juggle so many people? Or rather, I take gossiping behind a friend's back as not liking them too much. One of them hated her bf for no reason when they started dating and was talking shit behind her back and these days she's made up with her and spends more time with her than closer friends. This is also true for a girl who didn't really like her but now Libra 'loves her'. It's like she tries to keep close those who are mean to her or something.
I tried not responding to her texts before because I can't be friends with someone like that i.e. tell them a lot of my secrets but not hear from them for weeks at a time. It's all or nothing with me. I'm very close to my mom, sister and dad and have 3 close girlfriends and my boyfriend. They're all I truly need, however I do have acquaintances but the friendship level is honest and understood, yet they'd never ignore my contacting them. I'm a Scorpio btw.
So why does she seem to want everyone to like her? Even when they don't treat her that well? Are we actually as close (in her mind) as she tells me?
