american welsh irish lingo

Having lived in wales and america I am still unable to understand all americans New York no problem Alabama no way.
In wales you understand a form of the gaelic as in county Down in northern Iriland. We are as most americans decendents of the celts. The only reason I write this is I just told someone they were acting the goat. They probably think I am saying they are acting the capricorn but it means acting the fool. Some would argue that is the capricorn. Oh well before someone tells me away off and chase yourself.

Fine in america as I under stand it is more about how its said. If you say fine. it means O.K. If you say FINE! it means you will go along with something but you don't like it.

So knowing this I did the proper english thing to do with the bar maid I ASK her will you have a drink with me she thought I was tring to chat her up. In england the answer would be thank you sir I will have it later if you don't mind and they take the price of the drink for the tip quite confusing.
