The police deals with the criminal element of the population. What parts of say Chicago do you figure the police will be 'policing' primarely? Is it racism or common sense to be active where the bulk of street criminality and "innocent bystanders" reside?
I mean what kind of fucked up logic would it be to extend your presence in (upper)middleclass neighbourhoods? Anything much going on there except swinger parties and the occassional white person who snaps and kills his wife and kids? Many driveby shootings over recreational drugs in these neighbourhoods?
All these numbers say to me is that black men within a certain age group are more leniant to criminality where these types of altercations with the police will happen. I mean not many are arrested in office suits but that's probably bc they don't work office hours.
