It's usually linked with power -- the abuse of it and the tearing down of old cycles. So on an personal level, you have to experience loss/pain before coming out stronger. On a national/global level, it's likely that bad will happen before (war, more environmental destruction, abuse of power etc.) the good comes out of it.
