To do this, imo, we would have to reshape the criminal justice system, most likely. Move away from retribution and incarceration. Make sentences shorter. Some crimes get longer sentences than murder. Also, stupid sentencing disparity....there is an average of 3 years sentencing difference between crack cocaine and powder cocaine. Unnecessary. And, 9 years for crack cocaine? Not necessary. There are plenty of other things wrong with the cji system, but that would turn into a 30 page report. But, to have the cji system be pure, you need to deal with those who have jobs in the system and in government. Less corrupt people. People who really care about citizens and not their paycheck or hidden agendas. There's a lot of psychology behind crimes and why they occur and where they occur, etc...but, once again...I'm not going to go into all of that.

As far as selfishness, you can't change that. It's a human trait.

I do not think you cannot change selfishness. In a society where you are thought from an early age to help the person next to you first, and then think about yourself, nobody would need to be selfish. You would not require material things, and develop yourself on the emotional level.
