I think he's Scorpio with Aqua Moon or Aquarius with Scorpio Moon.I don't necessarily get a creeper vibe from him. Mainly, I think it's cultural differences or translation barriers. Possibly trying to puff himself up because he really wants a Pisces friend and thinks that will attract one.
