Whuteva: The reason why

Do you say whuteva when you have nothing else to say to somebody?

I usually end the conversation if I have nothing else to say. However, situation could change if for example I don't have anything else to do, then I could stay. But instead of normal conversation I tend to criticise people for their behaviours which I need to keep in check when I'm dealing with most people. They cannot understand it and usually get hurt by it. In this point I just tell "Whuteva...".
