Do Pisces or Aquarius men play mind games?

Like saying that I should call but when I do ignores me? I don't get it.

I'm a Scorpio (sun/Mercury/Venus, Gemini Moon/Mars) & I met an older Pisces (Cap moon, Aqua Mercury/Venus Scorp Mars) over a year ago.
After pursing me for a year (texting & calling, begging to take me out) and me turning him down, until I finally accepted earlier last week. He wore me down, he was super charming, sweet (though a lil arrogant). Timing was pretty good for once. Things started out a bit awkward at first (sniffing each other out, ya know) kinda quiet but by the end of the night, we were completely wrapped up into each other. He's so affectionate! Nothing ever felt so comfortable, familiar. We hit it off perfectly IMO, made plans to see each other again the next day but then he later calls the next night & cancels because of car trouble, which I was fine with, there's always next time. I assured of this and that I wanted to see him whenever he was available. He mentioned something about I should call him more. Although every time I have, he doesn't ANSWER (which is why I chose to ignore him in the first place) I said okay.

He texts me the next day "I guess I didn't make a good impression bcuz you didn't call." But every time I do, HE IGNORES ME. I called twice afterwards to talk about it - no answer. I texted him asking "So, whats the plan?" because we were supposed to meet up. 2 days go bye in SILIENCE (no return of my texts or CALLS)... He finally returned my call EARLY morning the on the 3rd day, I missed it - called him back couple minutes later, ignored again. Haven't heard from him since. It's been another 2 days.

What does this mean?

I hear that Pisces & Aquarius men are kinda infamous for game playing. And the best way to deal with this is just to ignore back?
That they like to chase women? Does he expect me to chase him?!
It is because I haven't shown him excessive amounts of attention, that he calls & ignores me to GET me to show him attention?

I mean I could be obsessing or overthinking, I'm aware lol its only been a week. I also understand if he's busy or needs to be alone or whatever but this seems intentional & disrespectful. I JUST HATE MIND GAMES. I'm thinking I may even go back to ignoring him like I was inclined to know since day 1 but I'm trying to understand what this means! I felt we really had a connection.

@ op in answer to your question, yes they can both play games.

All signs can play games, look at the person and their actions. Don't try to find excuses for their behaviour through astrology.

If a man says to call him instead of calling you, he's just lazy and not that into you.
