How do you get a Scorpio man to

We have been getting to know each other for 9 weeks, and WE both are having difficulty opening up to each other...
we both acknowledged that we like each other and are exclusively seeing each other.

Since we both have different work schedules(he works near me, but lives seven cities away) and I volunteer and go to school..we hardly have time to see each other or plan dates. When we do see each other I'm happy when I'm with him, he hugs me, kisses me, compliments me, opens doors for me etc..
From time to time the relationship has gone stale.. we would not talk to each other for a couple of days not addressing the situation and pretending like it didn't happen.
I told him that I would like to see him more often and how I want to hear what he has to say. He acknowledged and says that he will work on it..but his action speak otherwise. Sometimes I don't hear from him. I assume he's working or being busy..I let it go because I'm not too concerned about it I'm focused on work and my studies.
We both give off lukewarm tendencies. Why is this? Is this a test?
How can I get my scorpio man to open up?

Get out of your own way. To some extent you will know better than anyone what his concerns and fears are when it comes to opening up and letting you in. Esp given his moon. One of you will need to give into the other and the other will follow the other's lead. Since you're the one here asking for advice, that will have to be you. When you hit a road block, don't let your ego get in the way so that you come back to the table to discuss it.
