Communication is actually not so great though lol He never texts back or calls but if we happen to be at the same party its like I'm only supposed to be talking to him and the other guy I was with said it looked like we used to date and just broke up but we have never dated and even though I've known him for a bit we really are more of just acquaintances.

No. Usually you can text them whenever. I have the opposite problem of not texting them or talking at all.
They usually have no issues texting back. You can actually bug the heck out of them if you want.

Just wait it out. When Aquarius men are interested, they will usually go after you. It’s easy to get them at first, but harder to keep them if communication is bad. They take it personally.
So if he’s interested, I think he will make a move. Otherwise just keep it friendly.
