if that's what you want, then you should discuss that with your potential kissing partner early into the dating. you need to think and express your expectations. are you only kissing them because you think that a relationship is then almost certainly guaranteed to follow? there is nothing wrong with that, as long as you have explained that is what kissing means for you. when you are certain you are both on the same page, then kissing while dating is not an issue.

the same goes for sex.

there is no right or wrong here. it has all got to do with communicating your expectations and end goals. the problem comes when they think it's just a meaningless kiss and you don't. there is nothing incorrect about the kiss, it's just that it could have two different meanings. you need to establish that first if you don't want to risk being disappointed.

Kissing is normal. I always suggest waiting until feelings develop on both sides before sex. That way, you have built a foundation and sex adds to the intimacy of the relationship and both sides know that the relationship isn’t just about sex.

Of course, there are no steadfast rules, but I think people these days tend to jump into the sack too fast. This causes confusion on where the relationship is.

I’m old school, so there’s that too.
