Well you can hang out with someone you're dating just like you can hang out with someone you're not dating. It all depends on whether or not you're actually dating the other person OR if they're just a platonic friend.
If you're just friends & if both people have no plans on taking things to a romantic/relationship level, hanging out can consist of everything people on dates do MINUS anything that involves intimacy, affection, cuddling, sex, or basically the things people who are dating might do. It's just as normal to go to the movies and/or out to eat with platonic friends too just like it's common for those who are dating to do so.
In order for something to be a "date" there must've been some kind of interest there that is past platonic friendship. And if so, any public outings will probably be seen as "dates." Then again, having a cozy night in, watching movies, cooking, playing board games, etc. with someone you're interested in could also count as official "dates" too
