Not sure imo if someone bothers me enough at work I'm definitely NOT going to give them my number so they can bug more lol that's just me

Not to be rude. You mentioned a friend you thought he might be interested in. If you want to talk to the guy then talk to him.
Why does the motivation behind him giving you his number worry you so much? In my mind the more important thing is that you have his number.
That being said either your going to use it & start looking at this as an opportunity to connect with him more outside of work and get to know him better, or your not.
The choice is yours. Or you could do nothing and see if he takes any action.
At some point he will know there is no "friend" so my suggestion is start figuring out what you're going to do about that part.
Edit: some caps like to keep it professional at work and keep their work and personal lives separate. I'm not sure why the term "bother" was used, unless he was being playful or sarcastic.
