When is a Cancer man no longer interested?

Hi, okay I wrote a while back about a Cancer man I am interested in, I am a Pisces woman. The thing is, for the past few months we have been having issues regarding our friendship, I won't say a relationship as this is strictly over the internet. We were supposed to meet later this year, however due to circumstances beyond my control there may be a delay regarding obtaining a Visa to travel, and I am not sure if I will be granted one when I do apply. Anyway, since he has learnt about this is when he started to pull away, thinking that I may not obtain a Visa. What I cannot understand is that he has gone from being truly affectionate to now picking arguments, saying that it will never work out for us, he even said goodbye that he will never contact me ever again, he said he has deleted all correspondence between us, etc. The odd thing is this that the following day he messages me. We chatted for a bit, yet he still claims it won't work out... but why message me if he wants it over? The other thing I found very strange he sends a friend request to a very good friend of mine, even though they have never met only made comments on my post and not to each other. Why all of a sudden, when he could have done so months ago, why now? He also seems to have an issue that his friends communicate with me and I should perhaps be only concentrating on keeping contact with him.. so what gives? His actions are somewhat contradictory to someone who says it is over, or no longer interested. I just will appreciate any feedback as to if this is a typical trait with Cancer men or what?
