Yes, it varies each year so it's too bad that astrology columns in newspapers etc. list sun sign dates generally.
Sites like Astro.com calculate charts based on the true cusps of any given year so that's often the easiest way to verify if a particular birthday is a cusp or not. I consult an ephemeris sometimes instead of doing a full chart calculation.
Then there is the issue of what really is a cusp for a sun sign. Some say only 0 degrees of a sign is a cusp, but the way I learned it is that 28, 29, 0, 1 and 2 degrees qualify. To be a bit more conservative, I think 29, 0 and 1 degree make the most sense if cusps are real.
Then you get into annoying things like, if 1 degree is the max for a cusp, does that mean bang on 1 degree only counts, with not a smidgen over being valid, or maybe not above a certain number of minutes, say above 30 (every degree has 60 minutes to it).
I'm going to tell my 6th house to shut up now. lol
