You give a Scorpio the stare back it freaks them out they use the stare as intimidation it is how they read you the first Scorpio in my life would get mad that I never would give her eye contact.

I didn't realise that they use it to intimidate but now that you say so, my scorp ex couldn't believe that I found the stare a turn on, he said it scared everyone else!

So, one can only be flattered by a scorpio stare. Unless, of course, that scorp is a total creep...
