I think if he is pushing for a relationship, but you keep saying no, or it's not the right time or whatever, human nature is that he's either going to back off or treat it like a fling. He's gonna think you must not really want him, or else you'd want to define things.
I was in your situation with a Pisces. Eventually I really warmed up to him but by then he already dismissed it and wasn't interested, and he ended up leaving with no warning. Very frustrating situation.
Based on my experience with my Scorp, if you've slept with him, he wants you for himself and he's not going to go for this wishy washy behavior.
