Omg. When him and I first met his ex was in the picture too!! This made us start off on the wrong foot and most of our fights in the beginning was because I found it weird that he would accept phone calls from her. At this point we were just dating and no sex was involved, especially because I was suspicious. He told me many times that he wanted to move faster but I held off. It wasn't until he saw how serious I was about him that he offered to have all 3 of us sit down in a room to prove to me that it "was all her throwing herself" at him, how he messed up by entertaining it, and to tell her to stop.

If I were you I would tell him how you feel about him and how serious you are about building with him. Also tell him you're not comfortable with him keeping in contact with his ex if you don't know the nature of the contact. (With mines I noticed he would entertain her throwing herself at him only when I was distant and not intimate with him in the beginning.) With this placement I could only imagine that he would be very honest with you but there may be some things hhe may not feel to tell u right away but eventually will. If you are not intimate or in a relationship with him yet and if he's dropping hints that he wants to be with you but you haven't obliged to that there might be a good chance he's messing with his ex. He'll rationalize his actions with the fact that you're not stepping up to the plate because in his mind you're not giving yourself to him completely and he has brought it to your attention without any result.
