He's not into you. When we like someone we are not confused. He may be talking to someone and keeping you as rebound to be honest. We are slow but if we really like we are willing to move fast for love. I would say move on.

Nothing you can do about his confusion but you can make it clear that don't intend to date him exclusively but casually forever and you see yourself in a committed monogamous relationship if a man is going to be in your life for more than 6 months or however many months/years he's going to be around.
He's not a mind reader, if you want more be woman enough to ask for it, the worse could happen is he says no not ready and the best out of it is you no longer have to e elusively but casually date him, his loss.
