he's just not that into you....move on
Oh gosh some of you women are relentless....Moooooooooooooove On, this guy is clearly not interested in you romantically, he's not doing ANYTHING to provoke this from you outside of a stupid glossy eyed glance occasionally, just stop looking at him period, pretend he's not in the room and if you have to look at him, look straight through him like he's a lamp post or book shelf or some other inanimate object, no smiling, no waving, no anything but work related hello....If there is any interest on his part he will stop the stupid predatory staring and get with it and open up and communicate, ask you out and pursue you in a way that indicates true real pure interest.

Just get to know him more and get him to open up. I mean, if a guy refuses to go out with you, then that should be a red flag there. Try to make it casual, maybe invite more people rather than just him.
