Virgo male wants to stay friends...?

Hello everyone! This is my first post here!

I have been initiating contact with a Virgo guy my age (21). I always initiated conversation, we texted for days until the conversation ended. After about a week I would check in on him again and we would text for another 2-3 days. After 3 times of this happening, he asked me out to go to the movies and we ended up spending a lot of time together and talking about deep topics, he talked to me about his character. He initiated no contact after that, I was the one to speak up again, he asked me out after a week from the first date. We got tickets for a concert, which was going to happen in 10 days from then. Again he initiated no contact, I asked to see him again and he said 'it depends on what plans he has in the following week'. We didn't go out until the concert. At the concert he was nervous, I met his brother and his friends, and I left early because they were talking passionately about the concert and I didn't want to stalk them and make it awkward. He texted to apologize later and later I asked him out in a general way. He said he'd think about it. After 3 days I was close to his town so I texted to meet him but he read the text after I had left. He then also asked for time away from me and apologized for being distant. After about a week I texted him and we talked nicely. I did that for 4 consecutive days. And today I told him I feel I am the one putting all the effort and apologized for being a burden and that I was going to back off. He said he didn't initiate because he didn't want to encourage me romantically and that he doesn't want to commit.

Nothing physical happened, beyond a hug on meeting him and on leaving every time (his initiation).

Sooo... Any chance he may still be interested? Should I try to forget him...?

It already is a wild ride, he gave many encouraging signals when we met up close, but otherwise is acting distant...

He has Mars in Scorpio and Mercury in Virgo 😁

But Virgos are supposed to be stable, right...? Won't he be stable one day?

They are so charming indeed! So far no agressiveness nor passion... I'll just wait to see whether I matter enough to him so that he contacts me. Truth is, I want a peaceful beautiful long term relationship, and usually I give a lot to the relationship, to compromise, etc. So he may just be a bad match for me...
