In platonic friendships, yes. One of my closest friends is an Aqua and we get along great.

In a romantic relationship, no. As a Cancer, I need love and affection like I need air. I find Aqua men too cold and non-expressive with their emotions. Not even sure they have emotions tbh : /

Okay, I mentally went through a couple of memories and based on that I'd say that this pairing is the invers of each other, which can be a good thing. At first.

Cancer is warm and caring on the surface, but cold, somewhat selfish and a bit empty on the inside.

Aqua is cold, uncaring and lost on the surface, but somewhat fragile, in need of tenderness and basically somewhat of a child on the inside.

At first both sides might actually feel a strong attraction, because each of them thinks teh other is openly what they are on the inside, but the longer things go the more one or even both sides eventually start feeling betrayed.

That's where things usually break.
