Why is it considered to be a difficult position for a planet to be at 0 degrees or 29 degrees?

Mars is the planet of energy and drive, so having Mars at 29 degrees can show someone who has too much or too little energy, is overly aggressive or overly a pacifist, and doesn’t know how to take charge or is too impulsive. Depends on who you ask but ive read that each degree is vastly different personality and 29th degree usually matters most in an ascendant.
This is what people fail to understand. Different degrees gets into the nitty gritty of details. Along with everything else. It all matters in congruence to what lies beneath. All of it.

Some people like hot chocolate. Some people like hot chocolate with marshmallows. Some people like hot chocolate with marshmallows and whipped cream. Some people like hot chocolate with marshmallows and whipped cream with a cherry on top. Others prefer a strawberry. Theirs a bloke out there who tops that bitch off with a goddam mushroom. The good news and bad news for us.
29 Degrees Cancer
This signifies the end of a home or parental cycle. People with this placement feel a home or dharmic class has served its purpose. This denotes a move to another home or class. Unfortunately, this also could signify the end of life--the ending of ones' life cycle. This degree is reputed to be the millionaire's degree.
Moon in the Anaretic Degree
The Moon represents the emotions, and Moon placed in the anaretic degree suggests that a person is feeling either too much or too little. There could be an end of an emotionally tumultuous event.
