I read yesterday that Philadelphia is actually delaying arrest for crimes like narcotics offenses, burglary, theft from persons, auto theft, and vandalism right now, and also pushing for early release of non-violent offenders, people just charged with misdemeanors, etc. Literally letting people go and just issuing a warrant, because they're worried about the safety of the officers, spread of infection within jail populations, etc.

Yes. Same practice being taken place in Georgia and other states as well. Police are told not to respond to these types of calls unless victim is in immediate danger.
