My guess would be Capricorn, they can be quiet one day and outspoken the next, esp.after they get to know someone.
He honestly sounds like a Pisces rising
and that he has Jupiter or Neptune in a mutable sign. I know Neptune is generational so perhaps Jupiter in a mutable sign?
Or his chart ruler in Gemini, Virgo, or Pisces. I'd say the same for the rising signs!

There's no trick to guessing someone's rising sign. A guess is a guess. Figuring it out based on a person's behavior is more problematic.

My Venus absolutely forbids me from being flighty ??. It's that commitment, devotion, loyalty, and intensity of the scorp, with the selflessness and service of the 12th house. He might just be being greedy ??. My Venus loves it though. Especially that sun Venus conjunction. Double whammy! And the moon mars double whammy ?.

I met this libra guy with venus/mercury in libra and mars/pluto in scorpio. My first impression of him was that he was more on the shy/quiet side so I thought he has a scorpio, pisces or taurus rising but apparently he is not as shy as I thought he was. Just by looking at him, he comes across as an outgoing, confident, social kind of guy and behaves like that with others but he was quiet and just looked at me when we first met. Before I left I said something to him and the next day when he saw me, he initiated small talk and appeared very excitable and happy. So I got confused with the 180 degree change in behavior. Overall he does seem to have a gentle demeanor and has a soft voice. I thought he was one of those popular, athletic flirtatious kind of guys that gets a lot of girls but maybe i'm wrong... Any thoughts on what his rising sign could be? Or any experience with libra guys in general?
