This is how I see transits, I think I've figured them out and why they turn out differently.
The Transits are times of reaping what you've sown. How we've lived our lives, and the choices we've made, dictate the outcome and effect of transits.
A person who has lived selfishly and made choices which could possibly make worse consequences will generally recieve a much worse effect than someone who has lived good and honest.
Let's take a transit which would dictate a promotion or possible growth.
A person who does not have a job and has not looked for one will definately see no effect in terms of jobs.
A person who works at a low paying job and hasn't worked very hard might not recieve much thought on the transit, the boss might think about it but decide not to give it.
A person who works at a low paying job and works hard will probably recieve the promotion that this transit encourages.
A person who studied hard, works at a good paying job, and works very hard would recieve an even much higher promotion, due to the extra effort they've put in.
In general, what these examples show is that transits are actually completely under our control. The choices we've made dictate how they manifest in our lives. A bad transit from a person who has made good choices in regards to the areas the transit hits would feel a much less effect - or no effect at all. While a person who has lived negatively would feel a much worse effect.
This also applies to aspects in a person's natal chart.
