My dad does. He's a Jan 23 Aqua and has his Mars in Cap. He's pretty Aqua dominant though.
The known day for Aquarius starts January 23; however with the leap year sometimes the date gets moved up closer to January 20, which explains why some people would still be an Aquarius on those days versus others. It just depends on the year. It fluctuates.

My logic just put the leap year as the mastermind behind the fluctuating dates. No idea if my argument is valid, but it seemed to make sense to me. Seeing as Aquarius season started today this year, it makes sense to me logically that other years could've also had this starting date or even earlier like you said.
