birth charts

Is there a way to pull up someones chart without their exact birth time!

yes everything else will be fine if you have your birthdate but without the birth time, your ascendant/rising sun may not be accurate because rising sign changes every 2 hrs...moves into the other sign...

CAFEASTROLOGY or CHAOSASTROLOGY is quite detailed.
