I woukd not.take it any further than colleagues, but eventually the ice needs to be broken if they're going to work together. Cap is shy around her and may be attracted, she can keep it strictly professional though.
All I am asking is if this is typical behaviour of a Capricorn who is attracted.

explaining in detail can help. like what is it that you do that is similar, what is it that he does that is similar,
you can't convince anyone without some detailed information about your relationship, and why it works so well.
if there are similarities, explain where the similarities lie.

You got your answer though, we said that he most likely finds you attractive and has a crush. But we also have our wits about us, and won't form any kind of relationship other than colleagues. You're his boss (sort of)... so he's just admiring from afar.
Just because he attracted and may have a crush, it doesn't mean it will or he allow it to become anything more than that, considering the situation.
Capricorn men I know don't avoid people they like, they seem to be more quiet around people they are observing/having trouble reading/not sure about. But who knows?

As to answer your original question: it could be anything. It could be work related or it could be personal. Most likely, he's attracted to you, but it may not be more than that.

Sure, most people are born locally though (same time zone), aren't they? You'll probably know if they're from somewhere else. You won't get houses or rising because you probably won't find out their birth time.

I broke Cap code but we worked in different areas.Sounds like you're slightly intrigued as well. So there is this guy. He is 25. Old enough to have had blocks of experience. Very easy on the eye. Great with women as he has a charming personality. Rebellious, rugged style. From California. class clown. loud.
And then there's me. 26. His boss. But not immediate boss. He answers to my partner but we both govern the whole team. i'm also easy on the eye. elegant and posh dress style. always well put together. introverted when it comes to emotional stuff. serious. no nonsense.
i noticed him a few days into training because it appeared he was checking me out.
he only talks to my partner but never speaks to me. not even good morning or hello. he avoids me like the plague.
we had a training event yesterday. i wore an a line skirt. highlighted my curves. i went into the training room to take photos for PR purposes.
as soon as i entered room he became quiet. and his work colleague and friend who is female nudged him because he had suddenly gone quiet. apparently this was strange behaviour in him.
i took the photos. turned to leave the room. look back a quick second and saw him looking in my direction. at my ass?
after lunch. he came over to my table to sign in. stood there waiting behind people. didn't say anything. when i looked up at him. his face was red but his eyes lowered.
his female colleague loudly and jokingly asked him what he was doing over there because it wasn't the room he was in in the morning session.
it seemed he was embarrassed.
i was talking to my male partner about logistics and laughed at something he said. i turn around and capricorn guy is looking at the both of us.
at snack break, i end up walking right beside capricorn and he looks like a horse in blinders not looking left or right in attempt to avoid me.
after event i speak to my friend, he didn't know she was my friend, but by chance she sat next to him in the training.
older lady. acts young. troublemaker.
she tells me how extroverted he is, making jokes, taking pictures, talking loudly etc.
it surprises me because he is extremely quiet and muted around me.
