Co-dependency is an illness. It's not something he snaps out of. Regardless of the chart... you're putting more energy into him that will not fix him and exhaust you. I know that's what friends are for but sometimes enough is enough.
How about old fashion way? When it happens - it happens! Maybe he is a late bloomer.
