Ok. So boss is a Libra and seems to have a mean streak. Most libra I know are pretty sweet and easy going. This one however seems to have a mean streak.

Yes, When we have been holding something in for too long or feel like we are being taken advantage of this behavior can happen. You have to find out what is really bothering him. Usually it happens to me when my kindness is being taken for weakness. No matter how much I am screaming at myself to stop it wont stop until i have sat down and evaluated why I am really upset.
I think yes, but mostly because as you say they usually are or appear light and kind, so when they are mad they act in a way that differs a lot to their normal behaviour. Some Libras I've known backstab, just the fake ones, the others are blunt af.
