Can you mansplain a cars SPV

I’m in the process of thinking about a new car, I’ve narrowed down what car I want, and I plan to stock the internet for a few months till I’m ready to buy. I’m already familiar with the pricing, for said model, but I came across something that blew my mind.

Standard Presumptive Value

So I can go to the DMV website for Texas enter the VIN number, mileage and it spits me back out a SPV.

Some cars the SPV is 3K below what I figured was a great price based on my extensive internet search.

What is this SPV, should this be my target goal, or value that should not be trusted, and I should continue to worry about market value?
