Chatimity is what you want. It's got a bunch of different chat room's some user made some default. You can add pictures, friends you meet in the rooms, and post stuff on a feed. I recommend it if your trying to meet new people.

With chatimity you can also go into world chat and hang with people from all over the world. It's a great experience Imo.

No app/mobile feature im afraid

I stumbled on a popular site (not an app) that you could casually meet up with people for fun back in the day but I forgot about it...If I remember it I will post it here..they used to throw parties and the members that live in the area and was interested would go and I kinda liked that! Plus they had the different groups that spoke different languages.
