A lot of it though are straight covers of 1980s American R&B and Funk, the arrangements, rhythm and composition, and vocals, just sung in Japanese. The anime gifs give it that pièce de résistance ??

yeah, in the 70s/80s, the japanese were crazy for everything that involved synth and modern instruments. Lots of western bands toured there just for the easy money and disciplined audience.

Then it translated into the videogame and anime music. Lots of great synth jazz pieces in old school videogames.
