Are Pisces shy/avoidant around crush?

Long story short, known a Pisces girl as for a couple of years. She stares at me a lot from a distance but when I go to meet her gaze she turns away or pretends to be looking at something else. She smiles a lot and waves sometimes. But she never engages in conversation with me it almost feels like she avoids conversation. so much that I will be with a friend that she also knows, she sees us there & when I go for example downstairs to use the mens room if we are in a cafe. she will talk to him/her when I'm not there.

Not to be cocky but I'm a pretty good looking guy so idk if she's looking just because im like eye candy or she wants me to ask her out? And she doesn't have a boyfriend currently.

By the way she is a triple Pisces if that makes a difference (sun, venus, mars) with moon in cancer.

Please help me Pisces to figure you guys out!
