i'm TOTALLY void of ANY earth signs what-so-ever...so pair that up with the already "way too much" water influence (my rising sign is cancer too, if you can believe that s h i t...lol)
but yeah, there's no earth influence and very little fire influence (and what i do have, fire-wise is all outer planets, not personal inner planets) so...all that leaves is air...and my mercury is there, thank the higher beings for that...otherwise i'd never make it....
anyway, to answer your question. no...all my water placements are found within the personal (inner planets before jupiter), and my ascendant like i said is in cancer...there's nothing in scorpio...

we're both dominated by pisces, plain and simple. i would have to look at your chart in order to figure it out why though.
look at it this way, your natal chart is worth 100% . each planet, the sign it falls in and the aspects (whether harmonious or challenging) between the planets and signs all have certain values attributed to them. the intensity of the planets is calculated in the form of numbers and are weighed. planets aspected at 0 degrees are stronger because that's considered a critical degree. single planets or close together ones will give more weight, but what gives the most weight is if the planet is exalted or the ruling planet of the sign it is in. planets in their detriment or fall score less, or planets that aren't aspected at all.
go back to your chart (not the delineation) and look at the placements you think are important (here is a hint: the sun through mars including the ascendant are your personal planets, jupiter and saturn are the social planets and uranus through pluto are the destiny planets), look at the major aspects, see if there are any planets are retrograde, within their own rulership, exalted or in their fall or detriment...
and see what you come up with...
