"oh I didn't mean it"...that is rubbish...otherwise thay would never have said it. Once an action is complete (e.g a word said) the simple fact that it was manifest means that the will TO do it was greater than the will NOT to do it...
The word "must" when used is always used in conjuction with an obligation...and it is in no way surprising to hear it from the mouth of GWB and his entourage or any other politician's mouth for that matter.
