Aries woman and Scorpio man—

I was chatting(phone,video,and txt...we haven't met in person yet) with this scorpio man for a few weeks . Conversation was great and he was extremely open with me,but I begin to notice some issues which I addressed in the most humble and respectful way possible. I asked if he was offended which his response was "we will talk..". Didn't hear anything for a weeks,so I reached out with a "gm" txt and nothing. A few days afterwards,I txt him stating, how I was only trying to be a friend and how it's his loss,God speed. A few days later I saw he responded but the message didn't download,so I have know idea what he said. Here we are a month later,I received a txt from him stating he misses me. We txt a little being he was on business in another state. I asked if we were going to ever verbally communicate or was his initial txt just him getting that statement off his chest. He informed we will talk soon but he was boarding the plane at that moment. He txt when he landed, I expressed I was happy he made it back safely....his response.."thanks babes". I heard nothing from him the next day,so I reached out. He replied,asked how I was and that he was back at work. I said ok,"just know I'm thinking of you"..... No response. The following day... I heard nothing from him nor did I reach out to him. What is up that? Why after a month would he reach out and say he misses me but his actions proves otherwise. His job keeps him busy but he could txt or something... put action to his initial txt unless it was a lie. I did ask in the beginning if he was honest about missing me and he said yes... but his actions shows totally different. We've always been honest and upfront with each other, but I don't know now..... I'm confused. Any thoughts? Is he looking for me to push for him,or should I just fall back? I like him a lot and feel drawn to him but at the same time,I want to be pursued,as he did in the beginning.
