How do I know if a sagittarius guy likes me?

This sag guy and I met on a school exchange. After we went back to our separate countries, we haven't met in more than a year.We used to call each other "best friends". He might be coming to my country in few months' time on program.

What are the signs that will show that he just wanna be friends and what are the signs that show he wants something more? Sure, he flirts at times but I don't know if it's because he's friendly or he likes me. Plus the distance makes things more confusing. Should I confess to him? Help!
