I have a pop up that wont go away

I have a pop up window from something called PRICE GONG on the lower left corner of my screen. It has no X to close it

I have a pop up window from something called PRICE GONG on the lower left corner of my screen. It has no "X" to close it only a bar stating "upgrade now" anybody know how to get rid of this thing? I have tried shutting down and restarting but no luck.
