Ok Scorpio males riddle me this...PLEASE!

So i met a scorpio man online, we'd chat a bit here and there and he would say i REALLY want to meet you and then i wouldn't hear from him for awhile. Ok fine, so then he starts talking to me again and tells me again i REALLY want to meet you and we talk a little more and he's really interested in me he say's again so i tell him well let's go out and i suggest bowling and pool and ask him if that sounds like fun and he's like i would love that ok goodnight...The next day was the day i ask him about what time he would be there and he said 7, i said ok...so 7 comes and no word from him so i text him do you want me to meet you there? or do you want directions what's up? i call him no answer and i haven't heard from him since. So what the heck he's 40yrs old i mean really? I told him that i don't play games and if he isn't in it for the same reason don't waste my time and he's like i am looking for the same thing, we have so much in common and he's like we would have so much fun together...I just don't understand the thought process of men who flake and why you just can't say hey i change my mind or whatever the reason, instead of leading us on just to shut us down...Please enlighten me someone, thank's!
