What you are referring to is in fact an early model of the Walkie Talkie developed by Nicola Tesla.
The first prototype was developed circa 1918 toward the end of the First World War. It possessed a relatively short range and the battery pack was the size of a modern car battery which severely limited its portability. However, many of the wealthier individuals of the time realized that the mere fact that they could communicate without wires were early adoptees of this new wireless technology. Even so, the difficulties of carrying such a heavy piece of equipment had its difficulties so many employed a "Walkie Talkie Wallah" (a man to carry the Battery) which did at least provide a new form of employment previously not seen. Subsequently, Tesla abandoned the development and it was only after Tesla's death that the original designs were discovered, many years later, resulting in both the modern Walkie Talkie and cellphones of today which, of course, use far smaller batteries.
So there you have it mystery solved.
