future-oriented?

if a virgo always makes future plans (not talking about serious things!!!)
just out of the blue, without asking "we'll go there, we'll make this, ooo there is plenty of time..."but when it's a big question?
and he is like giving me a whole explanation with every tiny little detail (and i dont even ask the reason why?)
what this supposed to mean?

this week we talked everyday online, he said he wanted to go dinner, but his brother is getting engaged this weekend so all the relatives from all over are in their house and he has to eat dinner with them..I didn't ask anything he just said he wanted to go dinner and gave me a bunch of explanation why he can't do it..afterwards yesterday he told me that he might be coming near my school (because of his job)..and ask me if i was available or not i told him to call me when he was done..today he said that his meeting was cancelled so he is still in the office.
meanwhile he also planned that we can go to the club 31 march friday(since he can't go out this weekend)
so always futuristic plans..but no realization
i really don't ask anything..just out of the blue he makes plans
i think i'll wait and see

we went out yesterday and it was quiet good actually!
i hope i'll be able to see him friday too

i met him one month ago in a club..actually he came and introduced himself we exchanged numbers ect. and we met up again after that night twice.

yeah he is taking slow slow slow
and (he said me that he was typical virgo)
so taking it slow is a good sign??

should i make moves too..or should i wait?..thats my concern?
before this week he was really busy and he told me that he will call me whenever he is available and he promised to find a suitable time..that's why i waited without bothering him...tuesday he called and asked if i was available on wednesday so we were together yesterday..so from now on he won't be that busy (he told me so)..so should i make moves now..or should i wait
we are chatting every day online (while talking i'm trying to give him little hints/signs bc i don't want him to think that i'm not interested but never suggested to meet up or something)..so do u guys think that should i ask?
