I think sexy in an effeminate way I guess you could say. But what is sexy to me most would find not sexy. I think John Malkovich is sexy. Being sexy I don't think is about looks, but about an inherent way you view things - it's something you can't put your finger on.

European women are sexier I think. The French are and so are Italians. They know how to wear the clothes. Just my opinion. American women TRY to hard to be sexy and miss the mark most times. Being sexy is about being simple.... nothing sexier than a little black dress with black pumps.... natural hair - and not that much make-up. American women think sexy in over making up their faces, tight clothes, dragon lady finger nails. Sexy is natural. Someone who comes to mind is Sigorney Weaver..... very understated...

I think sexy is something that is different for each person.
My best bet would be that it is strongly connected with Charisma. Some people might look "hot" but not sexy. While others have that special something about them, perhaps a type of confidence or magnetism that makes them so.
