This Virgo man is confusing me

There is a Virgo man at work who has caught my eye. I initially thought he was interested in me because he is always staring at me (without realizing it). He remembers things I tell him. Whenever we see each other, we have a lot to talk about. The conversations happen so naturally. He is also very smiley, almost in a blushing way. He has trouble keeping eye contact with me, he often stares at a wall while he is talking to me. He will make eye contact with me maybe 1-2x in a conversation. However, when he is with his friends (including girls), he can talk to them just fine. I also noticed that when he is in a group and I'm around, he starts to stare at the floor or tries really hard to avoid eye contact with me.

Anyway, I get a vibe that he likes me. I decided to stop waiting for him to make a move and asked him for coffee. He said no.
