Is a relationship possible with this Aquarius man?

Hi everyone, I am new to this. I am a cancer female and I have been having a hard time not thinking about an aquarius man. Not just any man, he is a manager at my job. I'm not a manager but a relationship between us is not forbidden because he is not over me. Anyway, it's been a year of us flirting back and forth. I invited him out with me and some other coworkers last month, he didn't show but he had a good reason not to.

I have since gone cold and I keep second guessing that decision. I am usually not so shy and I am more confident, maybe it's because we work together that keeps me from expressing myself to him. He has backed off, but I still catch him eyeing me. It's immature to starve him of attention, I know that, but I seriously dont want wait on him any longer.
