I think Virgo is more about planet earth itself.

You have to see the bottom of the zodiac wheel as "home". Affected mostly by the sun, it's like the inner world. Aries to Libra are all ruled by the small or "personal planets". We're all directly or indirectly ruled by the sun. -Merc venus moon mars.

Jupiter and Saturn are in-between, sag and cap. Then it's the far-outer planets. Scoprio is Pluto, ok, that's kinda weird, maybe why they have excess power, they have the power of the outer planets while being inside the sun "circle". Aries are claimed to be ruled by Pluto as well, by some astrologers.

The only true sign that's exclusively "outer", is Uranus, it's no coincidence that it's opposite Leo. It's the ultimate non/solar sign.

Idk if this relates to your question at all...but might help for insight...idk ?

It just might explain the double rulerships, because sun and moon are the only bodies called "luminaries", and they're right next to each other, and together they form the center, you could say. The surrounding signs are exactly symetrical :

Can't you see the center, between Cancer and Leo? All the other sign rulers are symetrical around it. Even the outer planets. It's evident in the pic l just posted...

Luminaries because they're the only two directly visible in the sky.

Because the symetrical line, and its perpendicular axis, form a + sign, and consists of the meeting point between cardinal and fixed signs. And the mutables represent an X, the line passes exactly through them. They're the intelligence within nature, that's how l see it anyway.

Again, the way l see it, kinda pieced it together for myself, is that it's the center of life. The moon is our emotions, and family, and reproduction, and Leo is the fire of life, older families, the center of human life.

The other axis, between Aries/Taurus and Libra/Scorpio, is like the border between the two worlds.

Saturn still rules both. I have Saturn in Aquarius and astro says it's domicile.
