Perhaps it's the societal expectations of them that hold them back. There are a few 'riskier' sheep who stray from the crowd.. It also depends on what sort of risks you're referring to.

Ah, perhaps a woman who depends financially on her husband is taking a big risk.

Some women risk their future to stay home to raise their kids, not sure where it'll take them. While for some, marriage is a big risk (of course, for the groom, too..)

Socially, she may risk persecution by other women if she's too pretty or popular. Take the ever-famous celebrities for instance. Ms Spears is persecuted socially and financially (if her popularity dips), and she risks losing her kids, and sanity.

..speaking of sanity, alot of women (or people, for that matter) risk theirs by an act of faith.
