So far, I haven't noticed a Scorpio quality in anything but Scorpio sun, moon and rising people's eyes. I find that the quality is similar (see below for what I think it might look like), but the rising sign version is more pronounced. The moon has a more pooling quality. But all are similar enough to say there's a quality in common.
The quality is hard to describe, but the best I can say is that on the receiving end you might get the sense of being closely regarded/looked into, or even scanned (that can be the more predatory version). It's a strong focus with the gaze, or comes across that way even if they aren't particularly focused on you. It might seem like a one-way mirror effect where they can see you, but you can't see them (even though it isn't that you literally can't see them), unless they really like you and they let their thoughts and feelings show more.
Seeing fellow Scorp-y people, it doesn't throw me off to be regarded in the way that I regard people with my eyes -- I usually feel a kinship, and I think it's cool and comfortable (unless the person is an asshole).
But I can see that it might be hard to handle if you aren't used to it/familiar.
I have to watch it when I look at people when I'm talking to them because my eye contact can be so unbroken (I'll blink, I just won't glance away much) that it makes people uncomfortable -- to me it's respectful to look at people like that. I get a lot of the vibe with the people im also talking too that they are not comfortable coz they break eye contact that is why i make it a habit to look elsewhere every few seconds but the people that know me usually can look me in the eyes longer

I totally relate. I have to do that too -- every few seconds looking away. People who know me can handle less looking away too, but it seems to be rare that people can look back at me like I want to look at them, so even with people I'm closer to, I have to modify somewhat, usually.
